You've been reading the website and got some of the basics down.
Bayview Resort is close to Kingston and easy to get to. There are other places that rent boats,but would be further from Kingston.

Reply: About a mile west of Bayview is a Large island - Ram Island. There are bass all around the island in the weeds. One of the most used walleye haunts is the Green Buoy (QH-1). From that marker troll west to the point and troll back and forth. Watch the other boats. There's another Grass island you'll pass before Ram Island and there are many bass in the weeds there.
"2) Is live-bait preferred in the bay? If so, where's a good place to get them? (You will be surprised how many places in Kingston we have called, but they only have WORM!)"
Reply: there are a few fishers who use minnows in the summer, most people use spinners and worms or crankbaits, both will work for bass and walleyes.
"3) what kind of structure should we look for? shallow with weed or deep drop-off?"
Reply: Around Ram Is. you can fish the weedlines or the drop offs of the south east point.
Should you rent from Bayview Resort - ask the owner if Superdad is there as I'm away for a couple of weeks. Drop by and say hi.
