I have noticed the improvement; however, the combined agency dedicated patrol hours dropped to 342 hours (2017) from 588 hours (2016). Given the overall improvement, there may be an inclination to reducing the dedicated patrol hours further. That in my opinion could be a problem.

As I mentioned in a previous post, i had always had good luck with the local Police when there was issues with the Lugans

I don't discount what you say. My point, is that proactive patrols can more effective than reactive patrols as a deterrent. To back off on patrols because of one good year of stats would not be good management of the situation.
