Thats not my understanding but I've been wrong before. Here's a link to the regs. The exceptions I am reading relate to 2 lines or 1 line
https://www.ontario.ca/document/ontario-fishing-regulations-summary/fisheries-management-zone-20

Yes it’s closed for you Quinte guys!!

If you read down zone 20, and go to fish sanctuaries clearly states part of the Moria and Napanee rivers and such and mentions bay of Quinte so yea this would be considered zone 20

If your worried though don’t go fish them. :P :D

The regulations under exemptions list Bay of Quinte west of the Glenora Ferry. So it seems pretty clear that Quinte is not part of Zone 20.

Bay of Quinte is definitely Zone 20, it is listed under waterbody exceptions only because it is limited to one line per angler in the boundaries it describes while fishing out of a boat on open water. You will see that sentence right at the very bottom. If Bay of Quinte wasn't included in the early bass catch and release season it would be listed under the species exceptions, and its not, so cast away bass guys. And it does say Bay of Quinte in the fish sanctuary part but if you read the breakdown of what they mean it says from the lott dam to Belleville harbor which is considered part of bay of quinte, but its just a stretch of river that is used for spawning that they protect for a month before opening day.

I reached out to Bruce Tufts at Queens University whos lab provided the science for this change. Here is his quick response

Hi Dan,

Nice to hear from you. Bay of Quinte is in Zone 20 and the new regulations for bass apply to all of Zone 20, so you can go catch and release bass in the Bay now if you want and up until May 10 when it closes for both species to protect them when spawning. Then, there are now 2 opening dates that are separated for the species. I've heard a bit of this confusion from other groups and I think it is because the exception and sanctuaries part of the reg's that you are talking about precedes the new bass reg section, but isn't part of it and applies to something else (the preceding part of the regs). The bass reg change is pretty simple...all of Zone 20, including BOQ. Hope you agree that the new regs make a lot more sense. I'll attach the science paper with the science in it to show why this makes sense now.

Bruce

He also provided me the science paper
