That short article says that they were concealing the fish so they knew they were breaking the law.
and the other article did not say that per say I am not by any means condoning there bad lack of judgement they had fish in a cooler , improperly packaged for transport, and way over the legal limit they deserve to be prosecuted and they were at least they came back if they were hardened criminals they would have never come back to court lol . again there is no excuse for ignorance of the law but I will say over harvest is very common by forging and local populations .
