What do you have for a boat ?? the good thing about the bay is, its a huge area, there is a ton of protected area's, so if its storming hard like 35 kmh, winds, there is calm water some where, and you could catch a monster any where, just less likely in some area's compared to others. i fish lake ontario, its the same deal, lots of water, and lot of protected area's, i just plan where i am fishing based on what the weather is spose to be, and allways have a back up spot if plan "A" isnt a go.
these area's should be flat (when storming else where), but use your own due dilagence,
Napanee river, there is decent launch in napanee, water normaly stays calm, water is currently way down, so be sure to stay in the channel when running. the river has good bass fishing, there might be a chance for salmon, and diffently walleye.
Deseronto bay, There is a good launch in deseronto, not sure if the dock will still be in. this launch gives you good access to lots of fishing area's, the area north of island normaly is flat water, but if you go past the island it will be what ever the weather conditions are. we used to ice fish alot north of that island (in the 90's), allways did well.
