I believe you can just enter it as long as you pay the membership fee. I could be wrong. The best thing is to call Pete Thompson (the Director for the series). He doesnt mind anyone calling. His number is 613-967-1024.
Good luck and see you there.

The Quinte Fishing Series Classic is an open tournament that any one can fish as long, as Dan said, you pay the membership fee and of course the tourmanent fee. Membership fees are $40.00 per person/per year and the tournament costs $220.00 per team. At the Classic we will crown the Classic/Tournament winners, the "Team of the Year" and draw for numerous prizes. Give me a call if you require further info and hope you decide to join us on the "Bay" - its a great fishery!!! Pete :D
