You would have hoped they would have overlooked the smaller fish, just this one time. Oh well, rules are rules I guess.

It would seem he knew exactly what he was doing when he kept the fish, and just hoped not to get caught. The penalty should have been heavier. I hope MNR keeps the fish, has it mounted, and displays it as provincial testament to the quality of fishing available in the area.
