So when buying a used boat how do you determine that the seller actually owns the boat, and that the boat is actually free and clear with no liens or payments owing?

Service Ontario. You can do a search through them.Probably one in your general area.(covers some of your question, not sure of the last part.)....Think you can do it online as well.

Here is something I was made aware of when purchasing a used boat, You have to pay taxes on the trailer which I knew and you have to pay taxes on the boat which I knew but if you buy the motor separate from the boat you don't pay taxes on the value of the motor with the boat, just the value of the boat. Get separate receipts for each piece. This was from an actual boat dealer.
Oh ya, keep your receipt from Service Ontario for ever because 2 years after paying the taxes, the Government came back said they didn't have any record of me paying, so I sent them a photo copy to prove I did. If I didn't still have that I would have likely been screwed.

When I bought my boat new, they gave me an ownership for the trailer, so he should at least have that. Not sure about the boat and motor though. The serial numbers must be registered somewhere. If there is money owing on the boat, the guy selling it is responsible for paying off his loan.

Aside from all that, bring a compression gauge.

I think if i am not mistaking if you regester your boat you will have to pay tax on it but if you licence it you do not pay tax. The differnce is registering means it is for comercial use but for recreational use is to licence the craft. I am prety sure on that. But I remaine
