Shelter Valley Help

I got a lot of great advice last spring regarding fishing the steellead run at shelter valley however when we went for the opener it appeared we made a mistake. There was only one guy there and he told us the fish were gone and we should have came a few weeks earlier. Is part of shelter valley creek (up to the 401 bridge) considered zone 20? I was under the impression it was zone 17 and dint open until the 4thweekend in april? Any help is appreciated and again thanks to everyone who gave tips last year!

No the season starts on the 4 sat . in April like every year if guys are fishing there before that they are poaching . Yes it is not area 20 its area 17

as Charlie just stated it is the 4th sat of the month however this year had 5 Saturdays and a lot of people get it confused thinking it is the LAST Saturday of the month and they show up 1 week late
