I sometimes use a camera also and have seen the same thing (inactive perch). I typically use slab raps, ultra light rippin raps, and Lindy jigging spoons, all tipped with a minnow head. What I found, for some reason, is that the inactive perch were much more turned on once I dropped the minnow head and used only the lures. Also instead of little nips at the dangling minnow head, it was full on strikes and proper hook sets.
The cameras are great for learning about behavior. I always have my flasher as well, for anything higher in the water column and in case I get frustrated trying to point the camera LOL.
