Quinte Fishing

It kinda makes me wonder why we have walleye sanctuarys like the one in Napanee at Springside Park. Ever notice that you very rarely see any walleye swimming. Few years back they were pretty much stacked on top of each other. Ministry used to be there, now I don't know if they ever are. Why are the no fishing signs about 20 feet high up on the trees? Why does sanctuary not mean what the name implies to the native fisher people? I imagine it sickens the hearts of the ministry as much as it sickens the hearts of most fishermen to watch the handful of natives that insist on their rights of heritage.
