Looking at regulations for Zone 20 it states in open water 2 rods per fisherman. Several exceptions including Bay of Quinte "waters west of Glenora Ferry". I am assuming when fishing Hay Bay which is east, is not part of the exception. Am I understanding this correctly?

bay of quinte side of ferry 1 rod per person, Lake Ontario side 2 rods. Except in winter two rods are aloud

The original question was answered so excuse me asking a different regulation question instead of starting a new thread. I cannot find a firm answer looking through the fishing reg booklet. I'm taking a senior neighbour fishing with me a few times this year. We won't be keeping too many bass as that's his interest. He would like to bring a few in for dinner. He's 70 and doesn't require to purchase a license, just needs government ID. Does this alloy him a conservation or sport license? Thank you.

Seniors are allowed the limits of a Sports Fishing licence.
