Whats up with the safe operators card? Ive been boating 25 years and have been in the boat buisness for 18 years at a technician.After reading the info it appears that a VT State Police Safety check list might work.Any thoughts??We are bringing our own boat so I would assume that a PFD for each person, a throwable,fire extinquisher,lights and horn.Anything else???Please point me in the right direction!!!!

PFD per person, throwable line at least 50', extinguisher for sure and a WHISTLE(pealess variety). your horn on the boat won't count as a sound device.

Always good to have a cannister horn too. depending on you boat a Paddle might be a good thing.
