It would appear that Natives do have to abide by SOME of the same rules as the rest of us. This may be a good way to deter some of waste of life that was seen at the Trent locks earlier this year (I believe there were hundreds of whole perch left to rot in a garbage can for example). This is by no means a shot at natives as anyone who has read my previous posts will attest, but would be a good way to deter some of the poachers and unscrupulous people (idiots) in general if some CO's were to enforce this particular regulation.

Robert E. Morningstar, 52, has pleaded guilty to illegally wasting fish flesh suitable for food.
Ministry of Natural Resources Blind River Area Office Conservation Officers received an anonymous tip that there were several lake sturgeon tied to a boat along the Mississagi River. Investigators found 15 lake sturgeon tied to a boat and 11 of them were rotten. Morningstar had checked on the lake sturgeon only once during five days. During that time he had made one call to bring the fish to market.
Justice of the Peace Ruby Beck heard the case in the Ontario Court of Justice in Blind River on June 10, 2003.
The public is asked to help protect its natural resources by reporting violations to the local MNR office or anonymously to Crime Stoppers at 1-800-222-TIPS (8477).
