I just got through reading about a sanctuary in the Muskoka, Ontario area.
(source: Fishing News)

A gentleman there, has suggested opening up sanctuarys at the same time for everyone, threby making an even playing field. Aboriginal harvest of spawning fish has been a significant area of contention in many areas of Canada, allowing this as an option that might dissuade some and encourage others.

At first glance the logic is questionable, but upon thinking about this perhaps it warrants creative dialogue with assorted parties. I remain convinced that there can be headway, but by no way can I endorce this as a solution, nor the current below par management strategy of MNR. Still, it was an interesting read.
