you don't have to have a license to posses fish, you can have 4, wife can have 4 even if she dosn't have a license. You can gift fish to anyone, like I said earlier a fishing license is not required to receive gifted fish or posses gifted fish. I beleive you can also gift your catch to your kids or anyone else living at the address so if you live in a large familly or with lots of people you can still put lots away as long you don't exceed the overall possesion limit.
