You can try under the Bay Bridge in Belleville. I'v seen a number of people fishing on the north side over the last few weeks. At the lights of Hwy2 in Belleville (Dundas St), take Bay Bridge road south to Prince Edward County. Before going over the bridge, turn left at the lights. The road will "T" (parking lot for the dog park is straight ahead), go right. Follow road around until you are under the bridge. There is a spot to park. Grab your gear and walk south down the old roadway to the end, and there is a neckdown area where ther used to be an old swing bridge. This area will stay open, even some years into the (lately unsafe) ice fishing season. This year may be an exception, as I expect the bay itself west of the Bay Bridge to be iced by the weekend.
Bait and tackle can be purchased in Rossmore. Go south over the Bay Bridge to Rossmore. At the bottom of the bridge, turn right, and there will be a gas station/small engine repair/bait shop on your left side, across from an auto body shop.
You can also fish on the Rossmore side of the bridge. As you travel back to the bait shop, just before the lights at the base of the bridge, turn north onto Ridley street. There is a launching ramp there, with parking. Park, grab your gear and walk north down the path to the water. It's probably best to fish the east side of the bridge here. Don't fish off of the bridge, as it's posted against doing so because a couple of people fell in this summer and drowned.
