There is a list of legal "live bait" for Ontario. Alewives are not on that list so simply can not be used as live bait. You can legally use them as cutbait. It is to avoid spreading species from one body of water to another. Kinda seems silly at first but if you think about it makes sense that there has to be some control of what species can be used alive to reduce the risk of introducing them to new bodies of water.
