When you have open water at certain places why don't more people just slide a small boat out over the ice and put the boat in the water - seems like fishing would be a lot easier than drilling holes and worrying about the ice thickness - am I missing something?

No you're not missing something and people do just what you suggested. I did it years ago here in Belleville and it didnt work out like I planned. There is a small launch just by the bay bridge and the ice had opened up around the bridge so buddy and I grabbed a rowboat, paddles, anchor, fishing stuff and our float suits. Got out and started fishing. There was ice further west of us and not realizing it a part of that ice sheet had cracked, let go and started drifting towards us. Long story short the drifting ice was as big as a city block and ended up between us and the launch. It wasn't safe enough to stand on and simply walk to shore so we had to bust it up with the paddles. By the time we were done the only thing you could use the paddles for were staking tomato plants in your garden. Never again!

Maybe you could confirm for him then? It's what Jeff told me and he uses a measuring tape every time he goes fishing. The dude's strange, but he's not a liar.

I've been to Huffs twice & that was during the coldest periods & there was 3-4" max...had other buddies there difference times they reported 3" & yes I measured my scoop has a ruler built in. I also fished Shermans last time was 2 weeks ago maybe 6"...it's been warm since.
