I have talked to Andy Todd our Zone 20 manager and I hope to have someone to explain more about the Provincial Strategic Bait Policy at one of the next two CLOSA meetings. Comments on this policy changes will end June 27th 2017.

I am into to my 3rd reading of this document. The problem is that the ministry has included the private angler in with the commercial harvest and movement of bait. One of my concerns is the receipt that you have to have in your possession for the bait while fishing.
no receipt - no fishy or you will get a ticket.
Receipt is only good for 2 weeks and then you have to destroy your bait.

In general I believe it is a good policy but some of the restrictions are mind boggling.

I will up-date when I know that CLOSA will have a guest speaker at a meeting to explain the policy.

So one 40 page document paid for by the government that only a lawyer can fully read and make simple sense of................... the old just bend over and take it trick ......... if you need a cash receipt this means you can no longer trap your own minnows unless I can write my own receipt. so they put all there faith in a commercial trapper to keep our lakes and streams and ponds safe???? ........and micro organism's ????........ Give me a break wildlife needs to tell the fisheries that's ducks and geese do fly and land on water all over Canada so is it the minnows dumped into the water or is it the water holding minnows that they are concerned about ???

I think if they can make enough laws they stand a much better chance of catching and fining a person on there days out on the ice or water if there is a million laws there is a million chances to get caught at . at least one $250 ticket given to every man out there on any one given day/

So I have a buddy who put in a two acer pond on his land in 2 years time he had bait fish, sun fish cat tails and 2 types of sea weed none of witch he put in, how do you think they got there?

I have to admit I only use minnows in winter thru the ice....... when I lived in NY it was hard to even get minnows hell its hard to even find a bait store in Ithaca NY at the headwaters of Cayuga lake lol .

Horsehunter next winter come fishing with Bill bring your lures you can watch us catch fish remember you cant use minnows lol

I'm not against some regulations I just don't like to see them so one sided and I'm pretty sure if they made a law of NO LIVE BAIT period people would be breaking the laws.

I think a small part of this has to do with lakes and water but a bigger part has to do with government and taxes so they need one to police the other Government don't trust the person who sells minnows to be honest sell a million tell government you only sold 10 thousand and pocket the rest and pay no taxes this is the reason for a receipt at $6 a dozen that's a lot of tax evasion . Now add the 2 week rule this drives the wheels of commerce. and keeps people buying.

I have been fishing for 50 plus years and have been approached by fish and game enforcement officials a grand total of 9 times that I can remember and usually they just asked for proof of a fishing license to be honest I would not mind seeing them more often .

I read both articles posted by Al and its a lot of mumbo jumbo and double talk mixing an apple with an orange its like saying fly's are the reason we have garbage when you compare one man fishing to a minnow trapper supplying millions of minnows to an area that covers 10,000 lakes rivers, and streams

I CALL IT MY ICE FISHING SIMULATOR. I would be happy however if you wanted to show me how to catch Wellington Browns.

HILARIOUS!!! that's I how feel. Sitting on a bucket staring at the hole hoping to god something will bite. But seriously, I hope people are taking the time to write down their complaints or issues with the EBR posting and submitting them...remember, it's a draft. It can be changed depending on comments received. Cause let's face it, who the heck ever gets a receipt from a minnow purchase, let alone remember to keep it, and even if you do it might just read 12@4.00 depending on where you get them from- they aren't all itemized.

Wow! It seems this was written by bureaucrats for bureaucrats with little input from anglers.
Receipts ?!? why 2 weeks ? With the price of minnows of these days I routinely keep my ice fishing minnows alive all winter. I I buy them for ice fishing wallys in December, I have the same minows around for crappie fishing in April. I don't store them in a "body of water" a 10 gallon pail or an aquarium does the trick.
This is really bad.

Imagine, my grandchildren really enjoy the minnow trap experience at the side of the dock. Then they fish at the end of the dock using the minnows, no paper, no fishing? What's next the earth worms?

A few important things to note. This document is all about "proposed" regulation changes. It is out for public input. If you don't like something then there is opportunity for feedback so please read the proposed changes and send your feedback. Don't just take what someone else tells you it says. Read it, understand it and provide feedback.

Keeping the receipt for bait is all about bait movement. They are proposing making BMZ's (bait managment zones). I think they combined different WMU's to make the BMZ's. You can't move bait from one BMZ to another (there are a few exceptions). Keeping the receipt would prove you are not moving the bait out of a BMZ. This has potential to really hurt a bait shop close to a BMZ line. That's my biggest concern. In my opinion it isn't that big of a deal for the angler. I'm sure we all have phones these days and a picture of the receipt will hopefully suffice. How hard is it to take a picture?

You can still harvest and use bait personally as before. A few proposed options for ensuring you aren't traveling with bait but nothing all that restricting.

Not a dig at anyone in particular but take the time to read/skim the document yourself. When we take other people's interpretation or misunderstandings and perpetuate them online everything gets blown out of proportion. From what I've read this will not significantly change the angling experience. I see a potential for the poor bait shop that is right on a BMZ line and selling primarily to anglers in an adjacent BMZ. However, just glancing at the BMZ map I think it will be fine. The BMZ's are large enough you can buy bait in Toronto and fish the BOQ with it etc. I didn't look around simcoe area etc to see what that area is like.

Bottom line is read it for yourself. See if there is something really debilitating for either yourself as an angler or an operator you are aware of and provide your feedback. Feedback is very important and now is the time to provide it and have a say in how the refs are formulated.

Good points Scott, I will bring the question up whether or not a picture of a receipt will be legal proof.

In general it is a good policy, but I have done a little research to this point and there are some areas that I will have questions concerning storage, etc.

At the May 17th CLOSA general meeting we will have a guest speaker answer questions and explaining the policy.

Read the policy and if you disagree with some aspect make your comments on the EBR listing. Your comments make a difference. I have been on the FMZ20 council since 2008 and I have seen policy changed because of comments made on the EBR listings.

Hope to see you at the meeting.

As an avid fishermen I am full aware of the invasive species issues but this
minnow thing has me very confused. I feel like you are taking away my right to
just trap a few minnows and go fishing. first the possession limit has been
lowered so I cant trap a seasons worth of minnows to hold over the winter now
it sounds like you want me to lay to waist minnows I now have to pay for by
giving them an expiries date of two weeks? If I don't use them I have to
simply kill them or let them die without a purpose? I think that adds a risk
to people dumping them in the water to let them live because a receipt says
they are expired?

how would I ask for two receipts because I bought extra minnows to meet up
with a friend for a days fishing? He gets the coffee I grab the minnows we both
need a receipt? Funny thing is I almost never get a receipt handed to me when I
buy minnows Maybe its the suppliers you need to worry about. 99% give no
recipes and I've seen some pretty strange looking minnows in a dip full when
all I asked for was 3 dozen Dace minnows.

The whole dumping water into water is mind boggling to me as long as ducks and
geese are allowed to fly from pond to stream to lake there will always be a
risk of micro organisms spreading around . its common to add fresh water in
the minnow bucket while fishing so say I am fishing lake X today, I can not
take my minnows the next day to lake Y in fear I contaminate that lake with
water from lake X .

Funny but my questions sound as strange as the new minnow proposal and I am
not a lawyer or a law maker, could you make this new law more simple so a
common man can understand and it seems to me like you are trying to compare
or say that a fisherman is no different than a commercial minnow dealer with a
trapping license when it comes to minnow distribution throughout any given area
Me as an avid fisherman am not likely to go fishing 600 KLM away and worry
about taking minnows from home with me when I can just buy a few dozen when I
get there ,

We just do not need more laws what we need is more enforcement people to catch
people breaking the many laws we already have there is already a law telling
you NOT to dump you surplus minnows in the lake apparently its not easy to
catch them doing that so you want to make a law that's much easier to inforce
and that's show me your receipt for the minnows you now have to buy from a
commercial seller or can I write my own recipe when I trap a couple dozen
minnows?

I dont see anything in big picture that changed other then enforcement if there is any. For a long time, bait in this area wasnt suppose to go north of 7 hwy, but bait that way could come here. There was no bait from Lake simcoe area allowed here. You were only allowed 120 trapping yourself, and only difference is 2 weeks allowed to keep bait.For years live bait hasnt been allowed in forestry access roads in bancroft. This is about VHS viris, which is alitte BS, but complain about 2 week storage.
