For anyone looking to try fishing winter time steelhead and browns, one technique that's been working well for me the last few years is to tie on a cheap crankbait (one you don't mind losing to a snag) and casting right into the current/rapids near dams. reel in very slowly with frequent pauses allowing the water to do the work and if possible look for large rocks bellow the surface. Chances are they are sitting just behind it and if you can glide a lure beside or above them they will bite instantly. Fishing during this time when the walleye arnt cooperating and theres no ice can be challenging and I find fishing for this often undertargeted species can be a great hold over right up until around Christmas time when ice is better! Not uncommon at all for me to go out and get my fill of 5+lbers while my friends are twiddling their thumbs waiting for ice!
