After reading the previous posts over the last 3-4 days it sounds like it is pretty much safe almost everywhere for a bicycle, some places are good for sleds/quads and some places had open water.

I wouldn't drive a vehicle on the ice. I would think at best the low current areas would have a maximum of 12". Not sure what you drive but I wouldn't take any vehicle on anything less then 16". And even that's risky.

quad or sled id think your relatively safe almost anywhere on the bay (again within reason) the narrows and very high current areas NO. But the typical first ice areas should be plenty. last weekend I was out on big island (thurs/fri/sat) with my sled, had no concerns on the thickness was approx. 8" then.
