This virus is a long way from being over. I expect that the Province will extend the Emergency Order, in some form or another, beyond the 12th and possibly several times after that.

The order gives the Municipalities authority to act as needed
To protect they're communities.
Ultimately, the local authorities follow the recommendations of the health units.

It obviously has to be that way because the health unit has the big picture and will do what's best for everyone's welfare. They're not politically motivated.

In a public health emergency, recreation it's a necessity or a right.

As we've seen, the health units aren't shy about closing boat launches.

I believe that whether the launches open or stay open will depend on how we behave when using them. If we're cautious and follow the health unit recommendations, hopefully everything will work out.

The public launches in Central Frontenac are closed, except for ESSENTIAL ACCESS. According to the Township, that means you can only use the launch if your PRIMARY residence is water access only. Speaking to my local OPP buddy, he is not adverse to writing a $770 ticket under the Emergency Measures legislation if someone is being "stupid"...

My thoughts. Why can't launches be open to local residents? Make it illegal for anyone not living in Prince Edward County to use the launches here until the state of emergency is over. The reason they are closed is to prevent people from other communities from coming here and spreading this as P.E.C is a fishing destination. Have a bylaw officer randomly check for proof of residence at a few launches a few times and charge anyone breaking the rules. Word would get out pretty quickly if a few huge fines were given out and it ended up on Global News. Some may still come, but it would definitely cut numbers down. Fish in your own community until it's safe to travel again.

Spot on however the issue would be who would police this? Do we have the ability to divert resources.
What about the safety of the officers doing the spot checks, they are being asked to get close to people who by ignoring your proposed rule are clearly those that care less about others, what other social distancing "rules" have they ignored.
I trust the OPP & MNR will be out in force doing boat safety checks, just like every other year.
I agree a few well publicized tickets broadcast on Global and social media will deter some. If the tickets get thrown out of court at a later date, is immaterial they will still have the same effect
In my opinion all the ramps and Marinas will be opened on the same date province wide, in an effort to dilute the rush to all FMZs, probably after May 24 weekend again to avoid the mass exodus outta the GTA, but who knows we are all guessing right now.
Get on the water legally, fish alone or with members of same household in your boat and please don't post pics on social media, it will only get others angry.
Stay safe, Stay Healthy
We will all get out there soon

That is not the reason they are closed. If you think because you are local means that you're not at risk, you are wrong. Local people go to work everyday, do groceries everyday, go to Walmart everyday, get gas everyday, get beer/liquor everyday etc... As long as people are out coming in contact with other people, there is risk. The reason they are closed, is because a lot of people don't use common sense, and law enforcement doesn't have to want to babysit these people. Shut certain things down, and they won't have to worry about it.

Never said I'm not at risk . Boat launches are hardly a high risk area as long as numbers are low and proper care is taken. A little different when someone is driving 3+hrs vs 10min. Those people traveling from other communities will need to stop for gas, maybe stop for bait, a coffee and a donut, maybe a big mac on the way home..... multiple places to spread. People fishing in there own communities will drive from home, launch and drive back home.

I respectfully beg to differ the County closed the ramps on April 14th citing that exact reason, in the press release to quote "The County of Prince Edward is closing all municipal boat launches, effective 11:59 p.m. on Tuesday, April 14, to discourage unnecessary recreational travel to the municipality during the COVID-19 pandemic outbreak"

https://www.quintenews.com/2020/04/14/release-county-to-close-municipal-boat-launches/

Yes all rural people have potential exposure to the virus however we don't have the health resource, infrastructure, bandwidth to handle a large increase in people.

Soon as the first launch opens, It'll be like yelling "squirrel" for your dog.

Not having a boat launch open really puts a damper on everyone's fishing plans, with all the launches closed hopefully social distance stays in effect for the shore fishing as the shorelines will be very busy play safe and stay safe as we all know that the last thing anyone needs is to bring the virus home.

South Frontenac is a different slot size, opening date and a lot skinnier than the bay for walleye.
Certainly worth a look if they extend Quite past the 12th. Just have to have a plan "B" for supper.
