Here is the email I got back from the mayor of Loyalist. Looks like great news coming soon.
“Hi Mr. MacMillan,
Loyalist township has been working with our neighbours east and west to coordinate the opening and closing of public facilities. Our concern was that if one municipality opened before the others, then the people from outside the region would congregate at that facility.
As you noted the City of Kingston has now opened their ramps and both Loyalist and Napanee are planning to open this week. A final decision will be made Monday at the Loyalist Emergency Control group meeting.
I am hopeful to have an announcement soon after.
