Rather than bay at the moon on a fishing site, in my honest opinion the best route would be to contact your local Major, MLA, MP and ask them how to proceed with local use only.

I find it ironic that the GTA is not opening their own ramps however their residents want to drive 2 hours and use ours?
As far as walleye fishing goes there really are no boat launches in the GTA. That's why people travel to the Bay from 2 hours away. It's been going on for many many years. Also the fact that Quinte opens up 1 week earlier than most other places. The Kawartha Lakes Region is opening up launches this week and a very high percentage of walleye fisherman from the "outside" will be heading to those lakes just like every other year.
