I fished the Napanee River last weekend for the first time this year .. I was surprised to see the entire River from the centre street bridge to Deseronto is posted with bouyes as a no wake zone. While trolling there is no wake but at any speed my boat produces a wake. Trying to be reasonable to get from A to B is there a speed like 10 mph that's permitted? Or is it just a dead crawl everywhere.

More and more restrictions are coming.

The no wake is to reduce the big waves damaging the docks and shoreline. As you said most boats put out a bigger sharper wake when putting around. The best is the bigger boats trimmed up and ass down two feet creating a 4 ft wave, but they are under the speed limit...

Found this on the Town of Greater Napanee

The 10kph within 30m of shore is the law for all of Ontario and some other Provinces.
