Have you tried the Salmo chubby darters yet? They work great for walleye, and with an underwater camera, you could do really well. I'm assuming you've tried just about every jigging method out there. Something that works to get the big boys to strike is to wait until you get a fish interested, then quickly reel up 12" off bottom. Watch your screen, if the fish follows the bait, pause for a few seconds, then up another 6", bring it up way off bottom, if you have a flasher, you'll be able to see just how far the fish will chase the lure. I've heard of guys bringing walleye from the bottom to 5ft from the ice in 25 FOW. The most important thing about the rising bait technique is to give the fish a chance to hit the bait, be very patient, trying short pauses (5 - 10 seconds) then try long pauses (up to a minute). Most guys get stuck in a rut bouncing there lures within a foot of bottom. It must be even more frustrating to see them there refusing your bait. Try the chubby darter or a large jigging rap doing the fleeing baitfish retrieve, and hold on tight!!
