I understand (confirmed) that walleye (full or partial carcass) have been dumped in at least 2 sites in the Napanee area with no doubt more around.
1) base of Robert St.- boathouse- dumped again this year with an estimate around 40+
2) Sutcliffes Quarry- I got to see this one; largely decomposing at the bottom of the quarry, there were roughly 20 walleye entrails, carcass.; also was a disgusting amount of tires, bedspring, etc. etc.; this was a very fine community place for familes.....very pretty water but not a pretty site at the bottom of this.......so sad

I suggest that the time will soon be ripe to begin consideration by some group or groups for a fish and wildlife guardian program. Ideally, this would follow the new model for ease of deployment. Belleville, Napanee, and Trenton, would be my #1 choices.
Bringing attention onto people that sell, or waste any type of fish and wildlife can slow this down considerabley. Illegal netters would be the target to garner the most credibility of the seriousness of waste, abuse. Following this, selling fish and wildlife, with a touch of the spear and rod and reel "abuse" crowd. Key times and locations could pay off big time..... it does not have to be every waking hour...just some of the smarter times and locations that are fairly easy to find out.

Should this be tackled at some point, lights and film can have a profound impact. (People doing bad things generally do not like attention....especially since the actions taken are generally done largely behind the scenes). It must be handled safley of course with easily identified volunteers operating fully within the confines of the current system. Getting and ensuring that an MNR officer is motivated and interested (moral is generally thought to not be good), is a key.

Promotion can help in significant ways. Not being involved in it, I would personally suggest pressing some of the local media to publish pics and film in seasons that are highly vulnerable. The odd pic. of a perpetrator in action is a very big message ....in a rural community.

I see a number of interesting events that will somehow unfold over the next few years. Perhaps I will get to even fish a bit, when I am on vacation here.......I wish all that care about the regions fisheries well.

The message that I have passed on, I do not take lightly. I would strongly urge all that pride themselves on bringing conservation of fish and wildlife to the forefront to do so in a manner that is respectable to our numbers. Be it in print, TV, internet, radio, word of mouth, etc. all actions seen must be fully accountable and done so in a fashion that demands respect.

Some individuals and groups have been more successful at alientating themselves more than anything. This includes large cumbersome bodies as well as individuals. This type of tip is only usueful when one is ready to learn.

I have been very involved on a number of levels and have insisted that all, that I have been aquainted with conduct themselves accordingly. At times this has been a rural but well disciplined organization. This is nothing more in any way shape or form, it just helped get the job done by capitalizing on individual strength's and weakness in bringing simple items like a fish hatchery into reality....and not just be stuffed on a back burner by a well seasoned beaurocrat (I still like some of them....lol).

There is a lot to gain with simple but well thought out methods and tactics. Choose your methods and places and especially presentation wisely. Leadership can make or break an organization however tight....or loose.

This is approaching a time when voices and the regions needs can be heard. One does not have to be half cocked in making a statement to get the job done. Take your time and learn to understand the need for the right time, place, method and words needed. I suspect a lot may very well happen over the next year in regards to the community and BOQ. Use this to your advantage.

Apologies for this slight bit of rambling.....I just want to see the job begin to get done......I have waited a long time for this long overdue.....overhaul.....it is close.

I am thinking one of the first steps would be to put up a web site with various pictures. This would at least server as a centeralize point of information about the events that have happen this spring (and past spring) with the spawning Walleye.

Also, it could be a place where people could report activites of this nature.

Exposure and information is what is needed to get these activities stopped.
