Oh man, could I tell you stories from about 20 years ago when my friends and I used to sneak into the Pickering Plant to fish the warm water outflows. The fishing was unbelievable. We've landed just about every species of fish that inhabits Lake Ontario there, and some biggies. How about an 18 lb. Brown and 17 lb. walleye in the same evening. Yep, it's true. Landed 35 fish that April night when the smelt were in so thick, they reflected your flashlight like a mirror. Fishing's not what it used to be out there though. We still get a few fish by boat today.
DO NOT attempt to access the property by foot, it's a federal offence to do so since they closed access to the east outflow. Just too much risk of someone falling in the current and the aftermath of 9/11. Security is strictly enforced. To answer your question, yes, there is a lobbying effort underway to creation of a NO NAVIGATION buffer zone around the Nuclear (maybe all) generating stations to better secure the facilities from the water. That would be a shame 'cause the fishing is quite good in cold weather off of those plants.
Anyways, about Bath. Yeah, it's the same plant, along 33 towards Kingston. I'm pretty sure you have to fish it by boat as there is no walk in access I could see. And yes, there's a warm water sluiceway that enters into the Lake in front of the plant. We were trolling back and forth in transition water about 3 deg F warmer than surrounding area.
