Your PAL is still required. It is essentially the same as the former FAC with the main difference being you need to pass a firearms saftey course for the PAL where you didn't for the FAC. As for the registry, what it means is there is one less piece of paper to tie you and your personal belongings (non-restricted firearms) to the government. It means the police will not check you out first to see if you own guns in the event you call them in need. It means less paperwork for government employees to spend their time and money on and hopefully now focus their attention on the criminals, not responsible gun owners. The brunt of the initial registry is long over where they forced people to pay to register every gun they had or YOU would become a criminal for not doing so. They eventually dropped the paying part of it and proceeded to exceed their inital estimate of 25 million to establish the registry and promptly spent 2 Billion on it instead. Which then went on to lead to the highest number of gun related murders in Canada's history over the next few years. It also means the Conservatives made good on their promise. I'm sure others can add more.
